Blue Cross Blue Shield Association (BCBSA) is a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies. Mr. Colbourne oversees the Association’s human resources and administrative service support functions, including employee benefit and compensation programs, recruitment, employee relations, and training and development. He also supervises meeting services, corporate travel, and facilities – managing real estate, physical plant activities and space planning. He joined the staff of BCBSA in 1996.

During his tenure at BCBSA, the organization has received several awards recognizing its success in providing opportunities for employees at all stages of their careers. Recently, BusinessWeek magazine named the company one of the “Best Places to Launch a Career,” AARP identified BCBSA a “Best Employer for Workers over 50,” and Modern Healthcare recognized BCBSA as one of the “Best Places to Work in Healthcare.”

A seasoned human resources executive, Mr. Colbourne has held key leadership positions at for-profit and not-for-profit organizations within the insurance and financial services industries. He has considerable strategic business acumen and a proven track record of achieving significant results in leading human resources and administration functions in major organizations. He supports the Board of Directors of BCBSA, with a special focus on executive compensation and is a frequent speaker to internal and external audiences concerning workforce demographics, Human Resources and workplace issues.  

He was elected to the Board of Lake Forest Graduate School of Management in 2009.
